1. Extract the mod
2. Put the mod in Local Disk\Program Files\Bethesda Softworks\Oblivion\Data\
3. Double Click the Oblivion icon on your desktop, then goto "Data Files", then select No Essential NPC Mod and press ok.
4. Play Oblivion
